Motor vehicle registration rules: what is the difference between a tractor and a car?

Current Russian legislation provides for the presence of state license plates for vehicles, which are issued by the registration authorities as a result of a certain registration procedure.

Similar rules for the registration of motor vehicles apply to all existing vehicles, from brand new saloon cars, tractors,

special equipment, various types of trailers, and ending with certified home-made masterpieces of the Russian Kulibins, for which their native expanses are famous. In other words, any type of vehicle is subject to state registration, provided it has wheels, as well as the ability to drive and move on the roads of Russia.

The regulatory framework for this is the Rules for the registration of motor vehicles and trailers developed by the Ministry of Internal Affairs, which determine the list of documents required for this and the procedure for the procedure. In principle, the registration process itself is quite simple and consists of three stages - passing a technical inspection, paying a state fee and submitting a package of necessary documents to the appropriate authority.

However, the current rules for the registration of motor vehicles imply some difference in registration between motor vehicles (cars, motorcycles, etc.) and road construction equipment (tractors, bulldozers and other special vehicles).

The rules for registering motor vehicles are determined by the main registration authority exercising state control and accounting for such vehicles, the regional departments of the traffic police. The standard list of documents required for registration consists of a passport of a citizen of the Russian Federation, a contract of sale, a title, an OSAGO insurance policy. If the registrant is not the owner of the vehicle, an additional power of attorney will be required. Another special case is transport purchased abroad. To register it, in addition to the usual documents, you will also need a customs clearance certificate and transit license plates.

It should be noted that despite the seeming simplicity of the procedure, in reality, in order to register, for example, a car, you need to spendquite a lot of time, which will take, basically, to stand in queues. And despite all the attempts of the traffic police in recent years to optimize the rules for registering motor vehicles and speed up the registration procedure, all these efforts have been in vain.

Nevertheless, a new regulation recently developed by the Ministry of Internal Affairs, which promises not only to significantly speed up the registration procedure, but also simplify it, gives hope. For example, in accordance with the innovations, in order to sell a car, now it will not be necessary to deregister, so the “old” numbers will go to the new owner of the car.

The rules for state registration of tractors and road-building machines, as well as trailers for them, are somewhat different from road transport. Registration of such transport is exclusively within the competence of Gostekhnadzor. The list of documents is approximately the same as for registration of motor vehicles. The only significant difference is that before state registration, legal entities must additionally register at the district military registration and enlistment office and provide Gostekhnadzor with the appropriate confirmation.
