Having made a decision and found a buyer, the seller only needs to receive the remuneration due to him (if any) and sign the agreement on the completed transaction (for example, purchase and sale or donation).
Documents for registering a car, or rather for making changes, must be provided by the new owner within 10 days. Based on the contract, he confirms his right to own this vehicle (in this regard, amendments are being made). The state registration numbers of the vehicle remain. There is no longer a need to rent them after each change of ownership.
Numbers
Moreover, license plate thefts have become completely irrelevant. Under the new rules, the owner, having presented supporting documents, has the right to obtain a duplicate from any organization that has the legal rights to manufacture them. But experts strongly recommend changing stolen numbers through re-registration, this will avoid difficulties in the future if the stolen license plateswill be used for illegal purposes.
If the owner decides to keep the numbers “for himself” (with the intention of using them for his next car), the documents for registering the car in this case will have to be drawn up a little differently. To begin with, the owner needs to write an application and deposit the numbers with the traffic police. According to previous rules, employees of the State traffic inspectorate were required to store them for no more than 30 days, after which they were put into circulation again. According to the new rules (dated October 15, 2013), the storage period has been increased to 180 days.
Set of documents
The new owner (whether new or used car) must come to the nearest traffic police department, having prepared the following documents for registering the car:
- Passport of the owner.
- Contract of sale (donation, assignment, etc.).
- Receipt of duty payment.
- Original and copy of Title (Vehicle Passport).
- OSAGO policy.
- Certificate of state registration of the vehicle.
The amount of the state duty will proportionally depend on the number of times the car is registered. If this is done for the first time, you will need to pay for the issuance of numbers, registration and other services provided by the traffic police. It is necessary to write an application in the prescribed manner for making registration changes to the car data, if the car is used, and also to present the car for inspection or an act of maintenance.
In some regions (this is the exception rather than the rule) other documents may be required. Registration of a car, or rather the procedure for making registration changes, should not (according to the new requirements) take more than three hours from the moment the application was submitted.
Innovations
You can carry out registration activities required by law in any department of the traffic police of the country. That is, if you are a citizen of Russia (for example, registered in Syzran), having bought a car in Moscow, you do not have to go to your hometown in order to bring the package of car documents into the appropriate form.
