To my great regret, as well as the disappointment of many teenagers in the Russian Federation, a new bill has recently been in force, according to which it is prohibited to drive any vehicles with an engine power of more than 0.25 kW without the rights of the corresponding category. Although this does not bother many, because they do not even know what documents are needed for a scooter and whether they exist at all.

Do I need a license to drive a scooter?

In simple terms, the new law warns drivers that everyone who drives any motorized vehicles (cars, mopeds, motorcycles, and so on) must have a driver's license or, to put it simply, driving license. They are issued for almost all categories of vehicles, with the exception of bicycles and mechanical vehicles with engines with a power of less than 0.25 kW.

In the rulestraffic also has a footnote that explains that an engine is a special mechanical device that converts fuel or electrical energy into mechanical energy and sets in motion the rest of the devices of a mechanical vehicle, ultimately setting the vehicle itself in motion.

Answering the question of whether documents are needed for a scooter, we can definitely say yes, because in this case a scooter is classified as either mopeds or motorcycles, depending on its technical characteristics. And under the new law, both drivers must have a driver's license.

Technical features of scooters

Why is the new law upsetting so many teenagers? Previously, in Russia, mopeds, scooters or ATVs with an internal combustion engine with a chamber volume of 50 cubic meters or less did not need a license and, in fact, they were equated to bicycles, but starting from November 2013, a new law was issued, in accordance with which it became necessary to issue category M rights to drive mopeds, that is, recently, documents for a scooter are required.

The SDA says that a moped is nothing more than a mechanical vehicle that has an internal combustion engine with a chamber volume of up to 50 cubic meters or an electric motor with a power of up to 4 kW, while the speed must be limited to 50 km / h.

According to this, it can be said that motorcycles, scooters, motorized bicycles, ATVs and othervehicles that fit these specifications can be considered a moped. Anything that has a more powerful engine in its design is more likely to be classified as a motorcycle. Then what documents are needed for a scooter to ride legally?

If the engine size of the scooter is up to 50cc

In short, the documents themselves for a scooter with an engine capacity of up to 50 cubic meters are not needed, you just need to have the rights of the appropriate category. In this case, this is category M (that is, the right to drive mopeds). This category also includes driving a vehicle with an electric motor up to 4 kW and a moped with a special "cradle".

Also allowed to drive this group of vehicles to persons who have any other category open. This means that if a person has the right to drive a car, then he will not have to retrain for category M. He can simply take a moped and go, and if a traffic police officer stops him, the driver has the right to give his rights to the employee and drive on if he has not committed no violations.

You should pay attention to the fact that it is possible to get the rights of category M already at the age of 16, you just need to take a course and pass an exam in the traffic police. You will have to wait until the age of majority to obtain the rights of most other categories.

Otherwise, we can say that other documents for driving a scooter of this type are not needed, since in Russia they are not officially issued, as well as for bicycles. But still, many advise you to carry a check forscooter, or some manual that came with it when buying, since in this case it will be much easier to prove to the traffic police officer that the scooter belongs to you and is not listed as stolen. Although the owner of the scooter is not required to provide documents that are not provided for by traffic rules.

It is important to remember that, by law, an employee is only en titled to require a driver's license if the driver drives a scooter up to 50 cubic meters. To check whether a given instance is listed as stolen, it can be done through a special system, and the procedure is carried out quite quickly.

If the engine size of the scooter is over 50cc

In cases where the engine size goes beyond 50 cubic meters, you have to formalize the scooter. For vehicles with such an engine, a vehicle passport (PTS) is issued. Further re-registration takes place in the same way as in the case of a car.

Besides this, you will have to get license plates, that is, register the moped, respectively, you will have to pass a technical inspection and get insurance. And, of course, to have the rights of the corresponding category, namely A1. It involves driving vehicles with an engine capacity of 50 to 150 cubic meters.

Category A1 rights can also be obtained as early as 16 years old. In this case, if category A1 is opened, a moped up to 50 cubes can be driven even without category M.

What documents for a scooter 150 cubes will be required for registration? The process is usually not verydifferent from registration of other vehicles. The following package of documents is required:

• Your passport - to issue a registration certificate and indicate the owner, in this case the person who bought the vehicle.
• PTS - or vehicle passport, which contains all the technical characteristics, features, as well as serial numbers and registration plates.
• Purchase receipt or sales contract to confirm that the person actually bought and owns the vehicle.

In cases where registration is done for the first time, you must also have a photocopy of the GTD (customs cargo declaration) to confirm that the scooter was officially imported into Russia and cleared through customs. If once the purchased product was registered in Russia, then this document will most likely not be needed, since there will be a corresponding entry in the TCP.

Documentation when buying a used scooter

Since there is no need to draw up documents for a scooter of 50 cubes, and it is basically impossible to do this, then it makes no sense to consider this topic, on the one hand. But if you think logically and listen to the advice of scooter drivers, you can understand that it is still worth drawing up at least a sales contract. Because the traffic police officer will want to see at least some documents for the scooter.

This is necessary in order to prove that you did not steal a moped from the previous owner, but really bought it for money, because he could have kept any checks or othersdocuments confirming the purchase, with which he can apply and write a statement about the theft of property. With the contract, everything will go much calmer and there will be no need to be afraid of falling into the hands of scammers.

In this case, a sample contract for the sale of a vehicle can be considered a sample document for a scooter up to 50 cubic meters. But at the same time, it should be borne in mind that the TCP for a moped up to 50 cubes simply does not exist and you should not demand it from the previous owner or seller.

But in the case of a different type of scooter, you should look for an option only with documents, otherwise it will be impossible to legally travel on such transport. The registration process is simple:

1. The owner deregisters the vehicle.
2. A contract of sale is drawn up and the cost is paid.
3. The new owner is registering.

However, the procedure is familiar to many, because it is identical to the procedure for selling a car or any other vehicle, and it is also quite simple.

What should I do if there are no documents for the scooter?

Fortunately, in Russia they do not require any documents for a 50cc scooter. Traffic police officers cannot demand anything other than a driver's license, so even if checks or a sales contract, technical books that could be included in the kit, or something else were lost, there is really nothing terrible and critical. The scooter can continue to be operated without these papers, because as the law provides for this, themore if the documents really were and the scooter is not listed as stolen. There is nothing to be afraid of, the main thing is not to violate the rules of the road.

If you lost documents for a scooter with a large engine capacity, everything is much easier - it is possible to restore almost any documents. Of course, in the event that the scooter was actually registered and has a registration plate. You just need to contact the traffic police and report their loss, and then they will tell you what to do to restore the documents.

Do I need to register a scooter and in what cases?

From the above text, it can be understood that only scooters that fit certain characteristics can be registered: an internal combustion engine from 50 to 150 cubic centimeters and a speed of over 50 km / h. In theory, this is not even a scooter, but a real motorcycle, which is conventionally called that.

But is it necessary to do this? If you plan to use a vehicle, then this is a must! Because driving such a scooter without documents is illegal and it threatens with a fine if such a driver is stopped by a traffic police officer.

Getting a driver's license category to drive a scooter

Documents for driving a scooter is a whole package of papers that differs depending on which particular scooter the driver is going to drive. In the simplest case, this is a passport and a driver's license with an open category M. If the moped is more powerful, then the rights with category A1 or A, as well as the Title and insurance.

If everything is clear with TCP and insurance, the registration process is quite simple, then you will have to deal with the rights and categories more specifically. Here is what specific categories of rights allow:

• Category M - allows you to drive a vehicle with an engine of up to 50 cubic meters, which does not require any other documents other than rights. A driver from this category cannot drive vehicles with more powerful engines. For mopeds, there are separate rules that are different from those provided for ordinary motorcycles or cars. This will be the documents for the scooter up to 50 cubes.
• Category A1 is a completely different category, close to A, but at the same time it has a capacity limit of up to 150 cubic meters. Also, anyone can easily get it at the age of 16.
• Category A - allows you to drive all types of motorcycles, these are already more powerful units with engines of more than 150 cubic meters, obtaining the rights of this category is required strictly from 18 years old.

How to take exams to get a scooter license in the traffic police?

If you need documents for a scooter, you will have to go through some test:

1. Training in a driving school for a specific required category, the cost and terms of training depend directly on both the chosen category and the driving school itself, but it is worth noting that most often the training for category M is shortened and takes no more than 2 weeks.
2. In parallel with training or immediately after it, you must passmedical examination and obtain a special certificate, in accordance with which the admission to the management of the vehicle is made.
3. Internal driving school exams are being passed for admission to the main ones.
4. The traffic police exam itself consists of two parts: theory on a computer and practice on the site and in the city. After successfully passing, you can officially get the rights.

But do not be upset if you failed to pass the exam, because the retake will take place exactly in a week. And if the second time fails to pass, then another month. In any case, each driver is able to pass the exam and get documents for the scooter on their own.

Fine for not driving a scooter

It is clear that you need to have the rights of the corresponding category, as well as all documents. But what happens if suddenly the driver does not have a license, but he still gets behind the wheel? If such a driver is stopped by traffic police officers, the moped will be delivered to the impound lot, and the fine will be from 5 to 15 thousand rubles. Only a person who has a license with this category will be able to pick up a vehicle from the impound lot.

If suddenly the driver declares the loss of rights, then this will not change the situation in any way, since the loss must be registered. In this case, the driver will be issued a temporary license, and after a period of 60 days, a new driver's license will be issued.

For an expired certificate also faces a fine. And if suddenly a repeated violation of the rules is committed, for example, if the driver, alreadydeprived of a license, reappears on the road, then the fine will be 30 thousand, or corrective labor or even imprisonment for up to 15 days will be provided.

It is important to remember that documents for a scooter of 50 cubes are not needed and you should prove to the employee to the last that, according to the law, there is no punishment for driving such a vehicle.
